Excellent rant on journal pricing

George Monbiot of The Guardian has written an excellent article on the price of academic journals and the profit margins of the major publishers. His column "Academic publishers make Murdoch look like a socialist" reviews the current status of scholarly publishing. As I contemplate the costs of the journal renewals for 2012, I wonder if researchers understand the economics of the journals disseminating their writings. This article provides an accurate summary. Within the last few years, the Meteoritical Society moved their journal METEORITICS & PLANETARY SCIENCE to Wiley. The 2002-2009 issues are available through the University of Arizona Institutional Repository (UAiR). When will the public be able to view the 2010 issues? The research reported is supported by tax payers, but they better have their credit cards ready if they want to see current items.

Cornell Library Proposes New Model to Keep arXiv Going

Cornell University Library announced today that it wants the top institutional users of arXiv.org to help pay for the online scientific repository. "Keeping an open-access resource like arXiv sustainable means not only covering its costs, but also continuing to enhance its value, and that kind of financial commitment is beyond a single institution's resources," Oya Rieger, Cornell's associate university librarian for information technologies, said in a statement describing the new strategy.

The experiment is shaping up to be a test of how well multiple institutions can band together to support critical scholarly resources. For scientists in physics, mathematics, quantitative biology, statistics, computer science, and related fields, arXiv has become an indispensable clearinghouse for the latest research. The brainchild of a physics professor, Paul Ginsparg, the repository holds nearly 600,000 e-prints of research articles, many of which appear there before they make their way through the formal journal-publishing process.

It costs Cornell about $400,000 a year to maintain arXiv, according to Anne R. Kenney, university librarian at Cornell. The library's annual budget runs in the $40- to $50-million range. Some 200 institutions account for about 75 percent of the download traffic on arXiv, and it's that group that Cornell hopes will pony up first. The suggested contribution for the heaviest users is $4,000. Ms. Kenney says that most of the top 25 have said they will participate.

Calling arXiv "a lifeline" for areas of the world with limited access to scholarly publishing resources, Ms. Kenney emphasized that arXiv will continue to be open access. Individual users will not be charged to submit or to review its contents.

One major user of arXiv's resources is the Massachusetts Institute of Technology. Ann J. Wolpert, director of libraries there, confirmed that MIT will answer the call for money, even though it comes at time when resources are tight. "It's just not reasonable to think that one institution could carry that burden in perpetuity," she said. "The way Cornell has been approaching this is eminently sensible and fair."

Ms. Kenney emphasized that the call for contributions is a short-term fix that will buy time to look into longer-term solutions. "It opens the door to seeing something like arXiv as being a public good worthy of support beyond one institution," she said. That could lead to federal money or -- perhaps the best-case scenario -- an endowment.

MIT's Ms. Wolpert also sees the arXiv pitch as a harbinger of things to come. "The call for support comes at a time when we're all looking for ways to sustain those shared resources that have become so critical to the academy these days," she said. "I think the library is looking to work with faculty in these key disciplines in our institutions for a longer-term, more sustainable, more integrated solution to the way scholars communicate."

One critical concern for libraries is how to avoid paying for the same content in multiple versions. Could repositories like arXiv replace journals altogether? That's a delicate question to pose to a librarian.

Ms. Kenney said that one of arXiv's strengths has been how well it has coexisted with more-traditional publishing. "I don't know what the future holds," she said. "There has been a critical role that formal publishing provides in terms of the vetting of materials. I can tell you that it has been gratifying to have a pretty healthy relationship between arXiv and the formal scholarly literature."

Ms. Wolpert cautioned against taking a narrow, either-or view of publishing options in the Internet age. Research moves along a publishing continuum "that is now managed in separate pieces, but that we hope with some thought and care and leadership from faculties and [scholarly] societies and libraries will become a more integrated system," she said. It will be worth watching to see how much closer the arXiv experiment gets us to such a system.

Due to the budget shortfall, Hamilton and Sinclair Libraries will be closed as follows during the Winter Interim:

Hamilton Library will be closed December 20, 2009 - January 10, 2010. Hamilton is currently closed Saturdays this Fall Semester.

Sinclair Library will be closed December 20 - January 3 with limited services available January 4-10.

During these periods when the Library is closed, services will be unavailable, including borrowing, delivery, interlibrary loan, and telephone inquiries. Library faculty will respond to e-mail information queries as time allows. Please return books prior to end of semester, but books may be returned to the book return bins during the Interim. The Hawaii Voyager library catalog and some electronic resources will also be unavailable during part of the Interim for scheduled maintenance to servers.

This closure will affect interlibrary loan requests in particular. There may be a several-week delay in fulfilling interlibrary loan requests submitted. If you have interlibrary loan requests that need to be filled before the Winter Interim or during the first few weeks of Spring Semester, please make these requests by Dec. 4, 2009.

QUIK GUIDE: IfA Post Docs (and other RCUH Hires): How to Register for eJournal Access

You will need a UH email account, officially called a "UH Username" account and an RCUH ID Card to access electronic journal articles available via Hamilton Library’s online subscriptions.

Following the procedures in this Guide should eliminate the 6 month wait sometimes required of RCUH employees.

To physically borrow books from Hamilton Library or to use Hamilton Library’s Inter Library Loan Service, you will need a UHM (photo) ID card and need to register the card with Hamilton Library (see item no. III below).

Please keep in mind that IfA Librarians are available to borrow books and/or make inter library loan requests for you.

I. Apply for a UH Username account ie, a UH email account [username@hawaii.edu]. [if you already have one, see item no. IV.]

Step 1. Submit an employment verification memo to the ITS Help Desk

Submit the required memo from your sponsoring UH department or office on departmental letterhead identifying you and officially requesting that you be given access to UH services and resources. You may use this Sample Memo as a guideline. Your memo should provide the following information:

Your full legal name (used on your employment form)

Month and day of your birth (mm/dd)

The last 4 digits of your Social Security Number or your UH Number

Read and agree to Executive Policy E2.210 and Chapter 708, Hawaii Revised Statutes

Your length of affiliation

The signature of the department’s dean or director

Your phone number so that ITS can notify you when your request is approved

Fax the memo to the ITS Help Desk at (808) 956-2108. The IfA Library office has a fax machine available if needed.

Step 2. Activate your UH Username account online [ie, your UH Email account].

ITS will call you once your application is approved [be sure you give them your telephone number].

Once approved, you can activate your account and create a password at the Managing Your UH Username page . Click on Get A UH Username! to view the Check Status of UH Username form [you will need to enter your UH Number or Social Security Number in this form].

Your account should be ready within 6-15 minutes after it is activated. However, some services are not available until 7:00 a.m. the next day.

If your account doesn’t work after following this process, email ITS or call the ITS Help Desk at (808) 956-8883 for assistance or call toll-free from the neighbor islands at (800) 558-2669 for assistance. For more information see the ITS Ask Us page.

II. Submit an RCUH ID Card Application

Step 1. Submit an application with an attached memo

Fill out the top third of the RCUH Faculty/Staff ID Card Application Form. Check here for your 8-digit UH Number.
Submit a memo with the application signed by your Principal Investigator confirming your need for an ID Card for work related reasons, such as library research. Sample Memo.
Mail or Fax the application form and the memo to RCUH Human Resources [the fax number is given on the bottom half of the form] (a fax machine is available in the IfA Manoa Library office). If mailing the application, send to: RCUH Human Resources, University of Hawaii, Sakamaki Hall D-100, Honolulu, Hawaii 96822.
Note: ID cards are valid for 2 years from the date they are issued. They can be renewed free of charge [UH Manoa only] by submitting another UH RCUH Faculty/Staff ID Card Application form to RCUH Human Resources.

Step 2. RCUH verifies your employment status

Once RCUH verifies your employment status, they fill in the expiration date (maximum 2 years), sign the application, and then email the approved ID Card application form to you as a PDF file.

Step 3. Request an ID Card for UH-Manoa Employees:

ID Cards are issued at the UH Campus Center, Room 212.
Print out the copy of the approved ID Card application, which you received as an email attachment, take it within ONE MONTH to the Campus Center Ticket, Information and ID Office, Room 212 (near Subway’s).
Bring a valid photo ID (driver’s license, state ID w/expiration date, passport, etc.)
There is no charge for the initial ID Card

Step 3. Request an ID Card for UH-Hilo and UH-Maui Employees:

ID Cards are issued at the UHH Campus Center Gameroom, Room 204.
Print out a copy of the approved ID Card application, which you received as PDF email attachment. WITHIN ONE MONTH, take it to the Campus Center Gameroom, Room 204.
Bring a valid photo ID (driver’s license, state ID w/expiration date, passport, etc.)
The cost is $10. $5.00 will be paid by RCUH.

III. To physically borrow books from Hamilton Library or to use Inter Library Loan Service from Hamilton Library, you will need to get a UHM ID Card:

IfA Manoa employees:

Shuttle down to campus and get a UH Manoa (photo) ID Card
Fill out an ID Card Application Form (available at the ID Office, see next bullet) and/or at the ID Office website.
UH Manoa ID Cards are issued at the Campus Center Ticket, Information & ID Office, in the UH Manoa Campus Center, Room 212, near Subway, Monday-Friday, 8:30am-4:30pm, except holidays
Important: bring a valid photo ID (driver's license, state ID w/expiration date, passport, etc.)

Option A. Register in person: For instant registration, take your UHM ID Card and a completed ID Registration Form to the Circulation Desk at Hamilton Library. Check here for your 8-digit UH Number, which is needed to fill out the form.

Option B. Register online: Complete an Online Registration form. It may take 2-3 business days to receive an email acknowledgment of your registration.

Select Manoa as your campus, regardless of which island you are on.
Put your 8-digit UH Number (from the front of your UHM ID Card) in BOTH boxes: 1) the "UH Number (required)" box, AND ALSO IN; 2) the "ID Barcode (required)" box.
For “Status (required)”: select "Affiliate" from the drop-down menu.

IfA Hilo and Maui employees:

IfA Hilo/Maui employees do not need a UHM ID Card, but do need to register with Hamilton Library.
To register with Hamilton Library, use “Option B. Register online” above. Check here for your 8-digit UH Number.

Click on the word "ONLINE", login with your UH Username or Number and password (see Basic requirements above) and reach the articles.

The "Archival ONLINE" link leads to the years of the journals available free through ADS.

In this MNRAS example, ADS offers articles from volume 1, 1827 to volume 353, October 2004. The ADS abbreviations for the journal titles are shown in square brackets. In the ADS search form, the abbreviation can be combined with the volume/year/pages as a short cut to an article.

For electronic access to journal articles, you must register with Hamilton Library. Once registered, you can access electronic journals from your office and remote locations by EITHER logging in using your UH number and your last name OR by using your campus email account username [username@hawaii.edu] and password. [Your UH number can be obtained from Deb Hew-Harano, IfA Personnel.] Follow the procedures for your location: Manoa or Hilo/Maui. If you experience difficulties or delays during this process, contact an IfA Librarian.

Grad Students at IfA Manoa:

Shuttle down to campus and get a UH photo ID card.

Step 1. Get a UH Manoa ID Card

ID cards are issued at the Campus Center Ticket, Information & ID Office in the UH Manoa Campus Center, Room 212, near Subway, Monday-Friday, 8:30am-4:30pm, except on holidays. Important: bring a valid photo ID (driver's license, state ID w/expiration date, passport, etc.) and a Student ID Card Application Form. Forms are also available at the ID Office.

Step 2. Register your ID Card with the UH Manoa Hamilton Library

Option A. Register in person: For instant registration, take your UHM ID Card and a completed ID Registration Form to the Circulation Desk at Hamilton Library.

Option B. Register online by completing the online registration form. It may take 2-3 business days to receive an email acknowledgment of your registration.

• Put your UH number in BOTH boxes: 1) the "UH Number (required)" box, AND; 2) the "ID Barcode (required)" box.

MNRAS (Monthly Notices of the Royal Astronomical Society) and MNRAS Letters have changed publisher. The electronic versions of these journals have moved from the Blackwell/Synergy site to the Wiley InterScience platform. This means that the linking URLs have changed.

IfA access to these titles is via the UHM Hamilton Library proxy server. [IfA Library maintains a 'Journals' list of current, correct links.]
Right now Hamilton's link goes to a general Wiley InterScience page. From there, clicking on 'Physics and Astronomy' from the subject list, and then either 'Astronomy and Astrophysics' or 'Journals' will take you to these titles' top pages.

ScienceDirect access for 2008 assured

UHM Hamilton Library experienced a budget shortfall for 2008 so sever that the cancellation of the Elsevier ScienceDirect package was anticipated. There’s been a reprieve; funding for 2008 has been found.

Kristen L. Anderson, UHM Library Collection Development Officer, has issued this statement:

Most of you have likely seen an announcement from Paula Mochida, interim University Librarian, that the UHM Library will continue to provide access to the Elsevier Science Direct Journals through 2008. For this reprieve we can thank Vice-Chancellor Gary Ostrander for providing additional funds.

However, please understand this is only a one year reprieve; it is not a securing of this resource. Our contractual obligation for Science Direct subscriptions for 2008 is $1,158,240. The Library does not have the budget to afford this amount. In order to retain as many of the Library’s existing subscriptions as possible and still have money to buy books, we have only $500,000 to commit to Science Direct. The benefits of buying the full Science Direct package – which we will lose with any cancellations - is access to an additional 800 Science Direct journals and access to all Science Direct titles by the entire UH system. Last July we prepared a title list that would have cut our Science Direct subscription costs to $300,000. We planned to allocate another $200,000 to purchase pay-per-view articles for individuals at UHM. Many of you participated in the process of selecting the journal titles to keep.

We will not be able to meet our full obligation for 2008. With the funds input from the Vice-Chancellor we will reach a spending level at which the vendor, Elsevier, has agreed to give us a one year grace period to find alternate funding to reach our contractual subscription obligation for 2009. While this is a very generous gesture from Elsevier for 2008, the Library would need to find additional funding totaling $716,152 to pay the total 2009 subscription price of $1,216,152 (contractual increase of 5% annually).

As Collection Development Officer for the UHM Library, I will consider any realistic suggestions you might have so that the library can continue to provide access to needed scholarly resources. In the meantime, we will be reviewing the list developed last July along with the usage statistics and other criteria as we prepare once again to face the need for cancellations in 2008. Thank you for your consideration.

Will Kindle become THE e-book platform?

Last evening [19 Nov 07] Charlie Rose interviewed Amazon.com CEO Jeff Bezos. The main topic of the evening was the release of Kindle: Amazon's new wireless reading device.

A number of electronic book platforms have been tried, but this is the first to combine electronic paper display with cell phone connectivity. The initial batch of Kindles has sold out quickly, but like game consoles, more are being made as quickly as possible.

The topic of libraries was mentioned briefly during the interview. Reminiscences of childhood public library use were fondly recalled. But, the word research was not mentioned in that context. Bezos mentioned that he likes to have access to lots of information. Does his research staff send his search results to his Kindle?

In the long evolution of the medium for the written word from ostracons and clay tablets, thru papyrus, parchment and paper, will Kindle be the next stage?

17P/Holmes - a bright visitor

A comet that circles the sun about every 5 years has suddenly brightened spectacularly. 17P/Holmes is visible as a fuzzy blob in the northern part of the sky. With the moon dark, this weekend should provide wonderful opportunities to see this celestial object. Look for it in the constellation Perseus. 17P/Holmes last brightened back in 1892, the year of its discovery.

AAS changes publishers

The AAS announced in Informational Email 2007-09, May 4, 2007, that IOP (Institute of Physics) will replace University of Chicago Press as publisher of ApJ & AJ.

U of C Press has commented on the change of publisher, concerned about the possibility of job losses.

The major development in astronomy publishing in 2006 was the purchase of Blackwell by Wiley. Blackwell publishes MNRAS.

UHM Library Serials Cancellations

Hamilton Library is experiencing a budget crunch that is requiring the cancellation of a number of journal subscriptions. Information on UHM Library Serials Cancellations indicates that 362 journals ($621,417) will not be continued as subscriptions in 2008.

library's budget situation and to consider how and whether UHM Library
can continue to function as a research library.

2006/2007 Budget Cuts
In Fall 2006 the Library's fiscal office projected a $1.5 million shortfallin the Library's budget for 2006/07. The Library
has done the following to address this shortfall:
-delayed filling library staff and faculty positions:$200,000
-cut the budget for binding journal issues: $140,000
-suspended the approval plan (major source of new books):$400,000
-cut librarians'subject book budgets: $260,000
(e.g., funds to buy books for history, geography, area studies)

These savings total $1 million. The Chancellor has approved a
$500,000 supplement that will cover the remainder of the projected
shortfall, which means that we will not cut electronic resources and journal subscriptions at this time.

Impact of the cuts.
Suspension of the approval plan means that from January to June of
2007 we will not receive the 6,000+ monographs from major academic
publishers that normally would be acquired. The "approval plan" is an arrangement with a vendor who selects material for us based upon a profile provided by
the Library, and sends to us at a discounted rate, books in the
humanities, social sciences and science fields.

For at least the first half of 2007, our main campus library will
receive almost no new major press publications. Furthermore, the cuts
in librarians' book funds mean that for many subject areas, few, if any,
new books can be ordered.

More cuts in 2007/08.
Looking further ahead, if our allocation from UH is static, inflation
and other expenses will force the library to make an additional
16-18% reduction in its acquisitions budget. Factoring in all
currently anticipated shortages, this means that we will need to cut
$1,000,000 from our materials (book, journal and electronic resources)
budget in FY 2007/08. Even if we completely cancelled the approval plan for
the entire FY 07/08, we would probably still need to make more cuts.

What do we do?
The once-rhetorical question that we must now address is, how
can we continue to function as a research library? Consider your library
and research needs and those of your students, both undergraduate
and graduate. Join us at the Library Forum, where we will discuss the
budget situation and this critical question.

World's oldest solar observatory?

The current issue of Archaeology [volume 59, number 4, July/August 2006] reports the excavation and reconstruction of a 7,ooo year old circular henge in Germany. Built around 4600 B.C., this wooden henge predates both Stonehenge and the Pyramids of Egypt. Combining GPS and archaeological findings, researchers claim:

". . .the two southern gates of the henge marked the start of the summer and winter solstice, making the enclosure possibly the world's oldest solar observatory."

Finding Citations - Web of Science

For those who need to look for citation counts for authors, here is a quick handy guide for using Web of Science.

This guide also appears on the IfA Library Website in the FAQs page.

Hamilton Library subscribes to Web of Science, which is "a multidisciplinary index covering the journal literature of the sciences (Science Citation Index Expanded) as well as both the Social Sciences Citation Index and the Arts & Humanities Citation Index. Approximately 70% of the records have author abstracts. Online coverage from 1980 to present."

To access Web of Science, click here or go to the IfA Library homepage. Under Quik Info, go to Bibliographic Indexes and scroll down to Web of Science. This will take you to Hamilton's Electronic Resources Gateway access to electronic journals and databases.

After clicking on "Web of Science" you will need to log in as you would for electronic journals (login with your UHM ID barcode and last name OR your email@hawaii.edu account note: not your IfA email).

Near the top of the page are three boxes. Click on the "Cited Ref Search" box. At the search page, choose the databases you wish to search and the timespan. Below that are "Cited Author", "Cited Work", and "Cited Year(s)" search boxes. NOTE: Cited Work is not consistent, so this search parameter does not work very well.

You can also limit the year of publication in the "Cited Year(s)" box.

Follow the examples given for each search parameter (e.g. putting an author's entire first name hampers results. Use only the first initial).

Results will be a list of the author's work by publication (for common surnames, the list may be exceptionally long). Check all that apply and be sure to check all pages.

Click the "Finish Search" button near the top.

The results are the citations of articles that had included the "cited author" in their bibliographies. Reverse chronology is the default.

Select the records you want by checking their boxes to the left. In the Output Records box on the right, select by record number and email the results, save or print them.

For a large number of records, you can select all, email them, and dump them into EndNote or other software for easy control, sorting, etc.

Via a UHM Hamilton Library license, we now have an electronic subscription to Astronomische Nachrichten covering v.320 no. 1 (1999: Mar) to the present.

Founded in 1821, Astronomische Nachrichten – Astronomical Notes (AN), bills itself as the oldest astronomical journal in the world. AN is peer reviewed and has short publication times of about 18 weeks, offering cutting edge research. The current issue contains the proceedings of the international conference The origin and evolution of cosmic magnetism, held in Bologna (Italy) from August 29 to September 2, 2005. Included are articles on SKA, CMB and galactic disks.

ADS provides access to the archival full text of v.1-319 (1823-10/1998).

Fudging the impact factor

A journal’s impact factor can have an economic effect on its future. Libraries regularly use impact factors in cancellation projects during tight budgets. The impact factor is also used in hiring and tenure decisions.

Reports of abuses by journals seeking to boost their factors are not new, see:

But an item in yesterday’s Wall Street Journal, “Science Journals Artfully Try To Boost Their Rankings,” spotlights this problem.

The impact factor sometimes seems like a robust neutral measure. But, in addition to weighting quantity over quality, it’s not an objective measure that can be used with uncritical confidence.
